Britain is under attack from terrorist group; Red October. Tom Hart, who was sacked from MI5 because of his drinking gets a job from Action England. He soon discovers they are now a para-military organisation working with a former Nazi.

All the Red October agents on the list given to M.I.5 were warned off and Hart is now evading Special Branch. Attempting to clear his name he discovers that the gelignite used by them came from a mercenary named Dyson.

Hart joins forces with Pushkin but MI5 arrest him under the belief he killed a KGB agent for Red October. Escaping, Hart and Pushkin discover the source of the Red October list is mercenary Dyson who works for Action England.

Tom Hart concludes that Red October does not exist and was invented by Action England. He attempts dirty the name of Sir Richard Considine by organising a press sting with his wife while Pushkin deals with puppet master Stevens
